Notice of City of Norcross General Muncipal Election

Pursuant to O.C.G.A. § 21-2-1 et. seq. and all other applicable Georgia laws, please be advised that on November 7, 2023, a general municipal election will be held in the City of Norcross, Georgia, at which time there will be submitted to the qualified voters of said city for their determination the expired terms of Council held by Andrew Hixson, Josh Bare, and Dr. Arlene Beckles.

Those interested in qualifying for said offices should be advised that the respective qualification period shall run from Monday, August 21, 2023, at 8:30 a.m. through Friday, August 25, 2023, at 4:30 p.m. Individuals intending to qualify shall complete a qualifying packet and remit the qualifying fee in the sum of $243.00.

The voter registration deadline to vote in this election shall close on Tuesday, October 10, 2023. Any person presently registered as a voter in said city but who resides outside the city limits is not eligible to vote in said election. All qualified electors of the City of Norcross, Georgia, are urged to participate. Those qualified to vote at said election shall be determined in all respects in accordance and conformity with the laws of the State of Georgia. Information on voter registration may be obtained through the Chief Registrar of Gwinnett County, Georgia.

The election shall be held on Tuesday, November 7, 2023, between 7:00 a.m. and 7:00 p.m. at Norcross City Hall, 65 Lawrenceville Street, 2nd Floor Community Room, Norcross, Georgia. All duly qualified electors of the City of Norcross are urged to participate. Those qualified to vote at said election shall be determined in all respects in accordance and conformity with the laws of the State of Georgia.

ADVANCE VOTING will be from Monday, October 16, 2023, through Friday, November 3, 2023, and Saturday, October 21 and 28, 2023, from 9:00 a.m. – 5:00 p.m. at Norcross City Hall, 65 Lawrenceville Street Norcross, GA 30071. To request an application for an ABSENTEE BALLOT, call 678- 421-2035 or download a copy from our website here. The city shall utilize the ICP Optic Scanning (OS) System to record and tabulate the respective votes. Absentee Ballots received by mail are to be tabulated manually. In accordance with the current City Charter, the successful candidate(s) will be determined by a majority of votes.

This and all City of Norcross elections are governed by the Municipal Election Code of the State of Georgia and the City Charter. A copy of the ordinance and/or resolution calling for the election is on file, together with other relevant documents for inspection at the City Clerk’s office, 65 Lawrenceville Street, Norcross, Georgia 30071, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday. Notice of Candidate Qualifying for Municipal General Election

Notice is hereby given that a Municipal General Election for the City of Norcross will be held on November 7, 2023, for three (3)council members. The city will utilize paper ballots to tabulate the respective votes. Qualifying for this election will be held on the following dates and locations listed below:

  • Candidate Qualifying Dates: Monday, August 21, 2023 - Friday, August 25, 2023
  • Candidate Qualifying Times: 8:30 a.m. – 4:30 p.m.
  • Location: Norcross City Hall – 65 Lawrenceville Street, Norcross, GA 30071
  • Candidate Qualifying fee will be $243.00 for the Council seat.

To be eligible to qualify as a candidate, one must please return the following:

  • Notice of Candidacy and Affidavit (2 pages) (required to qualify)
  •  Poll Watcher Confirmation 
  • Declaration of Intent (DOI) (required, new candidates only) 
  • Personal Financial Disclosure Report (incumbents only)


Required documents and qualifying fees may be submitted in one of three ways; mailed, dropped off using the City Hall depository box, or in person to the City Clerk’s Department. If required forms are submitted by mail or the city depository box, they must be completed and include the notarized original signature.

Qualifying fees may be paid by cash, check, credit card, or money order.
